Policy Development

Policy refers to those plans, positions and guidelines of government which influence decisions by government (e.g., policies in support of sustainable economic development or policies to enhance access to government services by persons with disabilities). There are various types and forms of policy. Among the range of policy types are: broad policy which enunciates government-wide direction; more specific policy which may be developed for a particular sector (the economy) or issue-area (child welfare); operational policy which may guide decisions on programs, and project selection. With respect to the forms that government policy can take, it is reflected most typically in legislation, regulations, and programs. These are often referred to as policy instruments.

 

Policy Development

 

The activity of developing policy generally involves research, analysis, consultation and synthesis of information to produce recommendations. It should also involve an evaluation of options against a set of criteria used to assess each option.

Why Policy and Procedures?

A well-laid out policy and procedures manual will help attract informed members, clients or employees and allow the organization to operate more efficiently and effectively.

Having such a manual helps an organization meet everyone's needs and expectations and stay within budget  further new board members and employees can  find out how things worked.


Benefits of a Policy and Procedures Manual

There are some very good reasons why it's worth the time and effort to commit what you are about and how you do it to paper. Here are some ways that written policy and procedures can benefit your organization.

    • help avoid conflict and the potential for misunderstanding.

    Obviously, a policy and procedures manual needs to be reviewed and updated on a regular basis and is not a project for a rainy day. But that's a good thing! It shows your organization is growing and changing to meet the unique needs of your community.

    Definitions

    By-laws are the basic rules of the organization. By-laws are clear statements about the rules of operation. They determine the responsibility and authority of the organization and the board of directors. They must be consistent with various Act and by-laws such as the Companies Act, Employment Standards etc.

    Once by-laws are in place, policies and procedures will naturally follow. By-laws provide the overall framework but don't cover day to day operations of your organization. A policy and procedures manual gives your organization a tool to run the programs, facilities and events that are your unique contribution to the community.

    Policies answer the questions WHY? and WHAT?

    Why your organization exists- it's philosophy, mission and goals.
    What your organization or company wants to be recognized for programs, activities and services.
    Policies are the steps to put your goals into action.

    Procedures answer the question HOW?
    How you carry out the policies you create.
    Procedures are the details that take policies to action.
